adds new conf setting:
CommonConfigurationKeys.HADOOP_SECURITY_SERVICE_USER_NAME_KEY
this setting points to the server principal for
RefreshUserToGroupMappingsProtocol.
The value should be either NN or JT principal depending if it is used in
DFAdmin or MRAdmin.
