If {mapred.job.tracker.persist.jobstatus.dir} points to an unwritable location
or mkdir of {mapred.job.tracker.persist.jobstatus.dir} fails, then
CompletedJobStatusStore silently ignores the failure and disables
CompletedJobStatusStore. Ideally the JobTracker should bail out early
indicating a misconfiguration.
