Uploaded a new patch addressing Arun's feedback.
Notes:
Ported ACLsManager admin functionality to yarn-common as AminACLsManager (did
not port job or queue ACL functionality at this time)
ApplicationACLsManager now uses AdminACLsManager to store its admin information
