Requires MR2989.
Adds a CLI mapred job -logs <jobId> <taskAttemptId> which only works for
completed jobs.
The patch modified ClientProtocol to add getLogFileParams - not very clean. The
alternate is to shuffle a lot of files between core/common so that the CLI can
access mrv2 Apis.
