A specific Transition (ContainerTransition()) isn't really needed for these
transitions. Extending what the patch is doing, there's a couple more
transitions which could be added and ignored.
RESOURCE_FAILED at LOCALIZATION_FAILED
RESOURCE_FAILED at KILLING
Otherwise, transitions + unit test look good.
