Would your suggested changes be on the MergeManager implementation only?
Without affecting the interfaces this JIRA defines? If that is the case, I'd
suggest having a different JIRA to modify the visibility of the methods/classes
from MergeManager; by doing that we keep this JIRA focused on making
MergeManager pluggable and the follow up JIRA to enable reusing it.
Regarding your comments on if this interface will 'suffice for the future',
that is why all these classes/interfaces are considered UNSTABLE and
LIMITED_PRIVATE. In other words, this is an initial step that enables the
current needs but we could change it in the future.
