Muzaffar,
It looks like you aqidata.ovf file is in C:\MS4W\tools\gdal-ogr but your
mapfile is in C:\MS4W\tools\mapserv. I don't see anything in your mapfile
indicating how to find aqidata.ovf. For simplicity I would suggest you use
a full path to the .ovf file in the .map file.
