Steve is using CGI MapServer instead of php. When you click on a station, you will notice that the outline of the station turns yellow.

When no station is selected, no stations are drawn in the 'active_site' layer. The layer takes input from a URL so that layer filter allows just the desired feature through. Works quite nicely and is relatively simple to implement.
