I would suggest to verify with the dpkg command line if the packages |libpng12-dev and ||libjpeg62-dev |are installed.

You can also take a look to these binarie packages: https://launchpad.net/~ubuntugis/+archive/ubuntugis-unstable , which contain mapserver 5.6.0.
