Version 6.0 contains some improvements for formatting labels. Legend entries come from text you set, not dynamic content unless I’m missing something obvious.
Anyhow, if you look at the “TEXT” property documentation in http://www.mapserver.org/mapfile/class.html you’ll see an example that does just what you’re looking for.
