As already stated multiple times, you have no reason to regenerate the lexer yourself, i.e. flex and yacc are *not* a requirement for building. Start off with a fresh directory from a 6.0.3 tarball, to be sure touch maplexer.c and uninstall flex/yacc, and you should be fine.
