Hi, I do not believe that mapserver -v would lie. Rename your current installation into ms4w_bak, install this partly hidden most recent MS4W version (announced only in the MS4W-users mailing list) from http://www.maptools.org/dl/ms4w/ms4w_3.1.0-beta1.zip and do mapserv -v. For me it shows
