Hi, I would try to use TILEINDEX through OGR but that gets tricky because one LAYER probable can't have two CONNECTIONTYPEs. Perhaps it would work by using a tileindex layer as a tileindex for contours.

But based on the error message Mapserver tries already open your GRIB2 files through GDAL/OGR.
