No, you can't do anything at the MapServer level (although that could be
a nice enhancement).
You need to use ogr2ogr with the -resolveDomains option
(https://gdal.org/en/latest/programs/ogr2ogr.html#cmdoption-ogr2ogr-resolveDomains)
to create a layer with the resolved field domain values.
