Assefa, This was exactly it. I contact the admin of this WMS, got the font list from them (the font we were using wasn't in their setup), applied one of the fonts supplied, and everything worked.
The real solution here would be to have OGC:WMS w/SLD GetCapabilities output report on what fonts are supported.
