I don't know about the application that you have downloaded, but you need 2 things to start.
1) A DLL file named libmapscript.so (linux) or libmapscript.dll (windows)
2) A JAR file named mapscript.jar

The jar file has all references to access the dll file. Using the jar as a library in your jsp or servlet you can use mapserver.

After this, you need to understand the mapfile structure.
