I can't speak for your FWtools-to-MS4W port, but note that MS4W 2.2.2 contains MapServer compiled with FastCGI support (notes here http://www.maptools.org/ms4w/index.phtml?page=README_INSTALL.html#d-fastcgi), and you'll need to compile the necessary Apache module (as noted here http://mapserver.gis.umn.edu/docs/howto/fastcgi/#ms4w-users).
Or i suppose you could use an older Apache version that has a mod_fastcgi module already available.
