Your question is best asked in the MapServer-Users list where there are plenty of people who would be more than happy to help you out. The mapserver-dev list focuses more on MapServer source code development and related topics, not so much on creating web mapping applications. Anyway, I suggest you look into the FILTER keyword to limit the results of your database query. You can look at the usage and example at http://mapserver.gis.umn.edu/docs/reference/mapfile/layer.
