[UMN_MAPSERVER-USERS] Partial labels in Chinese

Greetings.

I'm trying to build a map in Chinese, but I've met a problem about labels.

In the image, 3 labels is partially outside the map, but I've set PARTIAL FALSE 
in map file. Also, (if you can read Chinese, or you just can notice), in the 
kerning in some labels are not correct (like the upper center one, 嘉道理道). How 
to fix this problem?
