Perhaps setting geotiff OUTPUTFORMAT in mapfile and using Mapserver cgi might 
do about what you want?

An excerpt from mapfile documentation about defining geotiff output:

OUTPUTFORMAT
  NAME GTiff
  DRIVER "GDAL/GTiff"
  MIMETYPE "image/tiff"
  IMAGEMODE RGB
  EXTENSION "tif"
END


Then your user should send in some way the request using option 
&OUTPUTFORMAT=GTiff. Also the application should take suitable values from the 
user interface for MAPEXT and MAPSIZE values.
