If you just want to provide raster, you could create GeoTIFFs directly
with MapServer. If you want to provide vectors in a wide range of
formats (such as Shape, GDB, DXF, DWG, MapInfo, Google KML and so on),
you could integrate FME Server in your application as we did for
Neapoljs Mercato, which exactly does as you say: "clip, zip and ship":
