but i really don't know if recently versions of mapserver doesn't need
fastcgi for increase performance.

It is still my opinion that FastCGI can be very helpful for situations
where there are very high connection costs to a database. The most
obvious examples of this are (I believe) Oracle Spatial and especially
SDE. By contrast, disk files, and low connection cost databases like
postgres and mysql do not benefit significantly.
But I would also advise people to avoid it unless performance is killing
them and they believe it is due to high connection costs as FastCGI is
pretty darn tricky to setup and may be flakey/buggy.

nothing in Mapserver that really benefits from FastCGI, and that support
was really just there for compatibility in case you're already using
FastCGI.
