If you use the static makefiles that come with AGG, then you need to add this. I think it is listed in the trac ticket on building AGG.
Actually, the ticket I saw at http://trac.osgeo.org/mapserver/ticket/2215 doesn't mention PIC. I did use PIC while building AGG, and am still getting that "defined in discarded section" `problem.
I can send the entire log of both builds, if it would be more helpful than annoying. :)
