When an attempt to import a file, be it E00 or any other format,
results in an empty database (and therefor a blank map window) the
cause is usually a coordinate system conflict.   That is to say that
the data in the file you're importing is in a specific system, and
that the coordinate system you've selected for the import process
(simple degrees of lat/lon by default) isn't correct.  This is more
serious than simply specifying the incorrect Datum (NAD 27 vs. 83).
Rather, it suggests that the coordinates in the file are in an entirely
different system than you've specified, i.e. UTM vs. degrees Lat/Lon,
or State Plane vs. UTM, etc.   Metadata and file specifications
provided with the import data can often be misleading, as they might
express in great detail information regarding the geography's datum,
ellipsoid, origins, etc., but might simply ignore what the coordinate
system is.  Often one must simply resort to taking an educated guess,
aided perhaps by viewing the data in a text editor, if possible.
