If you have a selection set called DRAIN, you can create a new
selection using Select-By-Location as follows:
Select Based on selection set DRAIN
Choose Features touching or contained
Place the result in a new set called DRAINPLUS
Then the set DRAINPLUS will contain all the DRAIN features and
their neighbors.
Now you can go to Select - Combine Selection and choose
Create Set: NEIGHBORS
By: Choosing Features in one of
Set: DRAIN
and: DRAINPLUS
Since DRAIN is purely a subset of DRAINPLUS, the only features that
are only in one of them are the proper neighbors of DRAIN. So the
resulting set NEIGHBORS has your result.
