I somewhat agree with both of you. I have used both Arview with the Network
and Spatial extension, and Transcad is a very powerful tool and easy to use,
but still Transcad lack of grid base analysis, which ESRI product had. Did
Caliper had any thought in the Grid Base Analysis???

Charles, 
I would have to disagree.  With the criteria you stated above, I would
upgrade to TransCAD, a better software package, and still save money.
The #1 advantage of using ArcView is if you interact with a number of other
local agencies.  

Caliper obviously has a smaller user base then ESRI, so 


when you work with multiple agencies, this Caliper user is usually
outnumbered, and sharing data, or doing projects together is a little
tricky.
