another use is census tract maps. some tracts are split by water features,
where in other cases the water is a boundary between two tracts. my census
tract map is joined to a list of "special" tracts, which are highlighted in
yellow. i need to show the tracts under the water blocks layer, but i also
need the boundaries to be shown over the water. the tracts layer is pretty
big to have multiple copies.
