There are many perfectly valid reasons for keeping it disabled by default.
If you want to raise the profile/use of the feedback plugin have you considered making it into its own package that includes the shared library and config files in /etc/my{.cnf.d,sql}/feedback.cnf ? It makes it more visible to sysadmins than a shared library and a kb page.
