I would draw perhaps a bi-polar structure with the release team & developers in one side, and the board & membership of the GNOME Foundation in another side, having around the respective teams/areas.
Projects like Documentation cut across the different code teams -- a documentation writer is a member of the GDP and also of the teams for the apps whose manual they work on. At least, that's the way it should be.
