Sorry that it’s taken so long to get back to this thread. So, there aren’t any credentials as such, it’s a distributed thing. ‘People’ need to connect with the company at: https://www.linkedin.com/company/apache-cloudstack/ And then somewhere you can ask to be an admin (?!)
An admin for the company can then accept (or reject) the request. Currently admins are myself, David Nalley and Mike Tutkowski. Regards Paul.
