Malta has a national qualifications framework referenced to the European
Qualifications Framework as has the UK. I'm using this to get FOSS-friendly
qualifications referenced to the EQF into schools and colleges. We now have
qualifications across the full range of user applications, special needs and
the UK National Curriculum in multiple EU languages.  We have scope to apply
for EU grants to support education development so a partner in Malta would
be cool.  I used to work with a Joe Camilleri at a school in Stevenage in
the 1980s, don't suppose you are related?
