I solve this issue on multi-core configurations by adding 
a boot parameter ("idle=poll") in /boot/grub/menu.lst file. 
When a core is in idle state, kernel allocates an idle process to 
the core which leads the core to be halted. By adding the boot 
parameter, we can prevent a core from being halted. Find a boot
option ("/boot/vmlinuz-2.6...") in /boot/grub/menu.lst and 
then insert "idle=poll" at the end of the option.
