Bala,
you have to be a bit careful when you drop it. Try dropping it on the
FilterCollection node. that should place it at the top.

However, it will be nice if we could have ways to make filter it go up or down

i guess the answer to your question is 'Drag and Drop' - that should be
the quickest solution. I am assuming that you do not have 100s of filters.
