Israel will never give up the Golan Heights. They would most likely expand their territory in the region should Syria break up in a civil war. The IDF would use something like 'securing chemical weapons' as an excuse and then go in a take more territory. The reason would be their paranoia over the watershed of Palestine. Interestingly, Syria also is the key to controlling much of the water that flows into Iraq as well.
