I'm no scholar of Negri, so I can't give a definitive answer, but from reading him in excerpt and secondhand (such as summaries), I think Negri deals with Leibniz in dealing with Spinoza. He dislikes Leibniz, he loves Spinoza. Deleuze likes much of both and wants to use them, in part, to show that modern rational philosophy does not start with Descartes but with Leibniz and Spinoza.
