Peru's electoral authority had rejected the attempt to register as political party by the Movement for Amnesty and Fundamental Rights (MOVADEF), a group linked to the Shining Path, and whose platform calls for liberty for Abimael Guzman and a general amnesty for those accused of violations related to the civil war of 1980-1992.
The grounds for the rejection were that MOVADEF "has an ideology contrary to democracy" and irregularities on the paperwork (missing addresses, unclear explanations, etc.)
