Why can't such nations prepare papers making Snowden an "honorary citizen" &/or papers granting him immediate assylum, deliver them directly to him in the Moscow airport, and walk with him to a waiting plane to carry him to the receiving nation? This will require a novel procedure for sure, but a legally not unreasonable one to deal with a novel situation.
