FDR was able to deal to deal with
the forces of reaction and was
motivated to do so by the
fact that there were popular
movements in motion at the
time. Remember that when
he first took office in March 1933,
the country was on the brink of
civil unrest, Hence, FDR's
actions like the "bank holiday,"
and the "first hundred days."
Later on the 1930s saw the
emergence of labor organizing
like the US had never seen
before or since with the
rise of the CIO.

Thus far, we have not seen
anything comparable yet under
Obama. Despite the economic
downturn, the country was
not on the brink of civil unrest
when he was inaugurated as
president and we have not
seen the emergence of strong
popular movements like those
of the 1930s or 1960s for
that matter.
