The IWW or others may prefer to call them unemployed "unions," but they are, by definitions, not going to be unions in form or function. For unemployed leagues or councils in the Depression years, there's a more thorough introduction to this in Frances Fox Piven and Richard Cloward, _Poor People's Movements: Why They Succeed, How They Fail_. I'm sure there has been much more detailed work on this, particularly in terms of local studies. But this is a good start to begin thinking about the sort of unique issues organizing these groups would need to address.
