STATEMENT OF THE JUSTICE INTERNATIONAL SECRETARIAT IN SUPPORT OF THE
CITIZENS GENERAL STRIKE OF THE PEOPLE OF PERU - MAY 28, 2000
The people of Peru, of all walks of life and political positions, have
issued a call to world public opinion requesting unflinching support for
their democratic struggle against the fascist tyranny of Alberto Fujimori.
The Fujimori regime, as Justice International has already denounced, is a
self-confessed torturers regime, a regime of criminals and assassins
enemies of all freedom loving people, A regime solely held together by
military imposition and already indicted as a torturers' regime by the
United Nations Consultative Committee on Torture and Degrading and Inhuman
Treatments, Redress.
The people of Peru are at this very moment, actively and courageously
mobilising themselves, aiming to unleash on the very day chosen by the
tyranny to implement their swindle of "elections" - May 28, 2000,l - THE
CITIZENS GENERAL STRIKE. The entire people of Peru are galvanising their
action under these slogans: DO NOT VOTE! DOWN WITH THE TYRANNY! FOR A
GENUINE DEMOCRATIC GOVERNMENT IN PERU!.
By heroically implementing this boycott, the people of Peru will completely
unmask the illegitimate character of the fascist regime that oppresses this
country. It will also serve to lay bare the dubious and hypocritical role
of governments and non-governmental organisations (NGOs) who falsely claim
themselves as defenders of "human rights", "democracy", etc., while at the
same time they continue to drag their feet and play along with this swindle
the entire people of Peru are resisting.
Justice International would like to emphasise that this is a struggle with
few if any precedents in world history. To understand why this CITIZENS
GENERAL STRIKE is such a momentous action on the part of the Peruvian
people, it is sufficient to point out the following fact: Unlike
elections in the USA, Britain or other European countries where citizens
may not vote because of apathy and because they find their politicians
unable or unwilling to deliver on their promises, in Peru, not to vote,
implies for any citizen the loss of their civil rights.
Voting is obligatory in Peru, and not voting implies not having a valid
citizens card any longer. Implies being unable to carry on any kind of
normal day to day transactions, whether public or private, from cashing
cheques to getting married or travelling, apart of incurring stiff
financial penalties and - most importantly - the likely persecution at the
hands of SIN, the sinister Gestapo of the Fujimori regime headed by the
infamous Vladimiro Montesinos, accused as a "suspected terrorist" and
subjected to officially sanctioned torture.
This action of the Peruvian people in NOT VOTING, is therefore a true act
of civic courage, dignity and day to day heroism and sacrifice for the
cause of freedom and democracy. More than 80% of the Peruvian people are
expected not to vote. This unprecedented action deserves our respect, our
support, and particularly, that we demand from all those who call
themselves democrats in this world, particularly in the media, to do
likewise, and not cover it up or ignore this heavy sacrifice, serving
instead to buttress tyranny by keeping silent.
Justice International makes a very special point in calling all democratic
and popular forces in the world to contribute in giving the utmost focus of
publicity to this CITIZENS' GENERAL STRIKE, and to support directly this
boycott both inside and outside Peru - wherever the Fujimori regime may set
up its bogus and fraudulent "electoral booths", be it in the city streets,
squares, fields, villages of Peru, or in foreign cities within their
"diplomatic" representations.
Help the Peruvian people's call prevail:
DO NOT VOTE!
DOWN WITH THE TORTURERS REGIME OF FUJIMORI!
FOR A GENUINELY DEMOCRATIC GOVERNMENT IN PERU!
Circulate this call in support of the people of Peru. Demand that the
international media should report truthfully and fully about this
unprecedented action, an entire nation going out on a CITIZENS STRIKE and
actively and determinedly boycott such an electoral farce.
The people of Peru have had enough of fascism and they are now standing up!
It is high time for all democratic and popular forces to do likewise and
stand shoulder to shoulder with the people of Peru, firmly and actively
supporting and publicising the CITIZEN'S GENERAL STRIKE OF THE PEOPLE OF
PERU, MAY 28 - 2000

GENERAL CIUDADANA DEL PUEBLO DEL PERU - MAYO 28, 2000
El pueblo del Peru ha hecho un llamado a la opinion publica mundial para
que brinde apoyo decidido a su lucha democratica contra la tirania fascista
de Alberto Fujimori, un regimen de torturadores y asesinos liberticidas
sostenido exclusivamente por la bota militar y ya condenado como tal por el
Comite Consultivo de las Naciones Unidas Contra Las Torturas y Tratos
Degradantes E Inhumanos, Redress.
El Pueblo del Peru se esta movilizando activa y febrilmente en estos
momentos para desatar, el 28 de Mayo, 2000 - dia fijado por esta tirania
para consumar su estafa 'electoral' con que la que quiere imponerse al
mundo entero y salvaguardar su regimen de las toruras, condenado por la
opinion publica mundial - la HUELGA GENERAL CIUDADANA. El boycot a las
elecciones fraudulentas del regimen de la dictadura Fujimori.
El pueblo del Peru, boicoteando completa y cabalmente las falsas
"elecciones" de la tirania, dejara incontrovertiblemente claro el caracter
ilegitimo del regimen fascista que lo oprime, a parte de desnudar al mismo
tiempo el cinismo y el acomodo de gobiernos y organismo que falsamente se
dicen "defensores de derechos humanos", pero que continuan sin tomar
medidas concretas contra esta estafa que el pueblo entero del Peru resiste.
Esta lucha sin precedentes - dentro de una situacion en la que el NO VOTAR,
a diferencia de la apatia general ciudadana que acompanha las elecciones en
paises como Estados Unidos, Inglaterra y otros paises europeos, le
significa al ciudadano peruano comun y corriente perdida de sus derechos
civiles ademas de multas y persecuciones por parte de la policia politica
del regimen - y es por tanto, un verdadero ejemplo de sacrificada y digna
vocacion democratica que el pueblo entero del Peru demostrara cabal y
decididamente ante los ojos del mundo entero.
Hacemos un llamado muy especial a todas las fuerzas democraticas del mundo,
a contribuir a dar la mas amplia publicidad a esta HUELGA GENERAL
CIUDADANA, a apoyar este boycot dentro y fuera del Peru, alli donde la
tirania erija sus "mesas de votantes", sea en las plazas, calles o
villorrios del Peru, o en los locales de sus embajadas extranjeras.
Hacer prevalecer la consigna popular:
NO VOTAR!
ABAJO LA TIRANIA FASCISTA!
POR GOBIERNO GENUINAMENTE DEMOCRATICO EN EL PERU!
Circular este llamado en apoyo al pueblo del Peru. Exigir que la prensa de
sus propios paises informen verazmente sobre el hecho sin precedentes de
que toda una nacion se declare en huelga y decida activamente boicotear una
estafa electoral.
El pueblo del Peru ha dicho basta al fascismo y se ha puesto de pie!
Es tiempo de que todos los democratas y sectores populares del mundo
se pongan tambien, firme y activamente, codo a codo en la linea de esta
HUELGA GENERAL CIUDADANA DEL 28 DE MAYO!
Ese dia el pueblo del Peru contribuira con su ejemplo a abrir los ojos del
mundo para dejar desnuda la falsa "democracia" que sostienen el
imperialismo, las clases opresoras, y los traficantes electoreros y
politicastros del circo reaccionario en muchas otras partes del mundo
tambien!
