Fraternally, George Workers of the world, unite Declaration of the PCRCI and PCRV on the Xenophobia and Chauvinism in the Ivory Coast The wave of xenophobia that has swept the Ivory Coast since 1993 has led, at the present time, to unparalleled violence in that country. Certain bourgeois politicians have decided to resort to xenophobia as a way to attain and hold power. Carried to the point of caricature by the current rulers who are trying to make it into a theory, this ideology of identity has become their only weapon against Alassane Dramane Ouattara. Unable to wage this fight with rational arguments, which were nevertheless not lacking, they decided to denigrate him as a foreigner, in particular a Burkinabe [person from Burkina Faso (Upper Volta) - translator]. Everyone knows in fact that many foreigners live in the Ivory Coast, of whom more than three million are from Burkina Faso. It is easy, in these present conditions of acute capitalist crisis, to make them scapegoats, the source of the misery of the Ivorians [people from the Ivory Coast - translator]. They use every means available, stretching decency and ethics to the limit, to present Ouattara as a Burkinabe national who is trying to usurp the post of president of the Republic of the Ivory Coast to the detriment of the "true Ivorians." This can only incite feelings of repulsion and hatred among those who are suffering but are unaware of the real cause of their suffering. This manipulation has led to all kinds of demagogy. This is the front line of defense of the present rulers, who are using tribalism and xenophobia to brush aside their political opponents. The Burkinabe residents in the Ivory Coast and other foreign nationals are victims of conflicts between bourgeois clans whose interests are different from their own. But the new rulers are not prepared to renounce these policies. According to them, the rejection of foreigners is "a social phenomenon in the Ivory Coast;" the exploitation of this by politicians allows them to hold on to their power and particularly to eliminate their sworn enemy, Ouattara, forever from all political processes in that country. The government of Blaise Compaor� [of Burkina Faso - translator], as usual, has kept quiet and taken a wait and see attitude in regard to the painful events that the Burkinabe people in the Ivory Coast are undergoing. This is because the governments of the two countries have very little regard for life and human dignity. The two governments already have many political crimes in their record and are thus basically of the same nature. The consequences of this situation are numerous: popular condemnation of the foreign communities, particularly Burkinabes, the destruction of goods and extortion of funds belonging to them, police harassment, humiliations of all kinds, beatings, killings. The toll of the attacks against these communities, at the call of the social-chauvinist regime of Gbagbo [of the Ivory Coast - translator], remains to be calculated. That will allow people to assess the extent of the disaster. The Revolutionary Communist Party of the Ivory Coast (PCRCI) and the Revolutionary Communist Party of Upper Volta (PCRV), very concerned by this situation: 1) express their indignation and reprobation at this social-chauvinist policy of the Ivorian government, the complicity of the Burkinabe government and of French imperialism, their master; 2) condemn the violent oppression of the xenophobic Ivorian government and demand the immediate halt to the attacks against the nationals of other African countries, particularly of Burkinabe nationals; 3) demand that light be shone on all the consequences of the current political events and the violence that they generate; 4) call upon the Ivorian working class and the working people to abstain from all attacks against the Burkinabe working people of town and country living in the Ivory Coast and, in general, against all foreign nationals; 5) call upon the Burkinabe working class and people to refrain from all attitudes of chauvinism and revenge and from all forms of reprisals against the Ivorian nationals living in Burkina Faso; 6) invite the working people of the two countries to thwart the Machiavellian maneuvers of the Gbagbo regime who are inciting hatred against foreigners in his competition with Ouattara Dramane Alassane; 7) call for vigilance and effective solidarity of the Ivorian and Burkinabe working people in their fight against their common enemies: the fascistic regime of Blaise Compaor�, the social-chauvinist regime of Laurent Gbagbo and French imperialism which are the basis of their misery. Certains hommes politiques bourgeois ont d�cid� de recourir � la x�nophobie comme moyen privil�gi� d'acc�s et de conservation du pouvoir. Port�e � la caricature par les tenants actuels du pouvoir qui tentent de la th�oriser, cette id�ologie identitaire est devenue leur seule arme de combat contre Alassane Dramane Ouattara. Incapables de mener ce combat avec des arguments rationnels, qui ne manquent pourtant pas, ils ont d�cid� de lui coller l'�pith�te �tranger, sp�cialement burkinab�. Nul n'ignore en effet que la C�te d'Ivoire h�berge de nombreux ressortissants �trangers dont plus de trois millions de ressortissants burkinab�. Il est facile, dans ces conditions actuelles de crise capitaliste aigu�, de les pr�senter comme des boucs �missaires, � l'origine de la mis�re des ivoiriens. Pr�senter par tous les moyens � la limite de la d�cence et de l'�thique, Ouattara comme ressortissant burkinab� qui chercherait � usurper le poste de pr�sident de la R�publique de C�te d'Ivoire au d�triment des "vrais ivoiriens" ne peut qu'exciter des sentiments de r�pulsion et de haine chez les personnes qui souffrent mais qui ignorent la cause r�elle de leur souffrance. Cette manipulation est � la port�e de n'importe quel d�magogue. Voil� la ligne de d�fense des tenants actuels du pouvoir qui utilisent le tribalisme et la x�nophobie pour �carter des adversaires politiques. Les burkinab� de C�te d'Ivoire et les autres ressortissants �trangers sont victimes des conflits entre clans bourgeois dont les int�r�ts leur sont �trangers. Mas les nouveaux tenants du pouvoir ne sont pas pr�ts � renoncer � leur politique. Selon eux, le rejet de l'�tranger est "un ph�nom�ne de soci�t� en C�te d'Ivoire" dont l'exploitation politicienne peut leur permettre de conserver le pouvoir et notamment d'�liminer � jamais Ouattara, leur ennemi jur�, de tout processus politique dans ce pays. Le gouvernement de Blaise Compaor�, comme � son habitude, demeure muet et attentiste face aux �v�nements douloureux que vivent es burkinab� de C�te d'Ivoire. On peut expliquer cela par le fait que les gouvernements des deux pays n'ont que tr�s peu d'�gard pour la vie et la dignit� humaine. Les deux gouvernements ont d�j� � leur actif de nombreux crimes politiques et sont donc, dans le fond, de m�me nature. Les cons�quences de cette situation sont nombreuses : vindicte populaire contre les communaut�s �trang�res, notamment burkinab�, destruction de biens et extorsions de fonds appartenant � leurs membres, tracasseries polici�res, humiliations de toutes sortes, s�vices corporels, tueries. Le bilan des exactions contre ces communaut�s, � 'appel du pouvoir social-chauvin de Gbagbo reste � faire. Cela permettra d'appr�cier l'ampleur du d�sastre. Le Parti Communiste R�volutionnaire de C�te d'Ivoire (PCRCI) et le Parti Communiste R�volutionnaire Volta�que (PCRV), tr�s pr�occup�s par cette situation: 1�) expriment leur indignation et r�probation face � cette politique social-chauvine du gouvernement ivoirien, l'attitude complice du gouvernement burkinab� et de l'imp�rialisme fran�ais, leur ma�tre; 2�) condamnent la violente r�pression pratiqu�e par le gouvernement x�nophobe ivoirien et exigent l'arr�t imm�diat des exactions contre les ressortissants des diff�rents pays africains, notamment les ressortissants burkinab�; 3�) exigent que toute la lumi�re soit faite sur les cons�quences des �v�nements politiques en cours et des violences qu'elles engendrent; 4�) appellent la classe ouvri�re et les travailleurs ivoiriens � s'abstenir de toutes exactions contre les travailleurs burkinab� des villes et des champs vivant en C�te d'Ivoire et de mani�re g�n�rale, contre tous les ressortissants �trangers ; 5�) appellent la classe ouvri�re et le peuple burkinab� � s'abstenir de toute attitude cha uvine et revancharde et de toute forme de repr�sailles contre les ressortissants ivoiriens vivant au Burkina Faso ; 6�) invitent les travailleurs originaires des deux pays � d�jouer les manouvres machiav�liques du pouvoir Gbagbo qui incite � la haine contre l'�tranger dans sa comp�tition avec Alassane Dramane Ouattara ; 7�) en appellent � la vigilance, � la solidarit� effective des travailleurs ivoiriens et burkinab� dans leur lutte contre leurs ennemis communs : le r�gime fascisant de Blaise Compaor�, le r�gime social-chauvin de Laurent Gbagbo et 'imp�rialisme fran�ais qui sont � la base de leur mis�re.
