Comrade Reimann may know more about this particular case than I do, but I myself held a Secret clearance for five years and never laid eyes on a single piece of classified information. I'd have been in big trouble if I'd tried to waltz up and grab just any old piece of classified data or enter a secured facility that I hadn't been specifically cleared for.
