This document by the JPLO and the full 2017 Charter of Hamas is a white wash of Hamas' institutionalized antisemitism. The Charter was re-issued in 2017. PRIOR to that the 1987 Charter was riddled with gross antisemitic tropes. Hamas, publicly, hated Jews, not just Israeli Jews. Clearly, in the intervening 40 years Hamas dropped its antisemitism which in my opinion was for Western liberal audiences. It seems that Hamas spokespersons or Imams still tout various antisemitic tropes which emanate back their Muslim Brotherhood origins as the Gaza branch of the Egyptian Brotherhood prior to 1967. There simply is no evidence that a discussion/debate took places to the issuing of this Charter among the ranks of thousands of Hamas supporters. It appears that Hamas issued textbooks for children in Gaza still contain the "Jews are the enemy of the Palestinian people" thing and that nothing has really changed from any ideological/theological POV.
