I don’t see where Plitnick makes an explicit argument that Biden’s proposal 
means that Israel has lost, especially since he says that Israel could invade 
again if Hamas is accused of violating the terms of the agreement.

Also, what about Hamas losses? It’s clear the organization has lost thousands 
of fighters and some of its leadership. This is from today’s Haaretz:

GAZA: The Israeli army said its airstrikes killed key Hamas operatives in Gaza 
over the past few days: Mansour Adel Mansour Kashlan, who was involved in 
planning attacks in Israel and the West Bank; Walid Abd Abu Dalal, from Hamas' 
internal security apparatus; and Tarek Darwish, who the IDF called "a key 
figure in the Nuseirat battalion's air defense command.”

Moreover, Israel now controls the Philadelphia Corridor in southern Gaza, which 
allows it to stem the flow of material from Egypt into Gaza via the tunnels. 
Further, what happens to Hamas if Qatar cuts off its monthly funding?

Have there been articles quantifying the level of Hamas losses?
