I don’t see where Plitnick makes an explicit argument that Biden’s proposal means that Israel has lost, especially since he says that Israel could invade again if Hamas is accused of violating the terms of the agreement.
Also, what about Hamas losses? It’s clear the organization has lost thousands of fighters and some of its leadership. Further, what happens to Hamas if Qatar cuts off its monthly funding? Have there been articles quantifying the level of Hamas losses?
