All weapons have dual use. This radar can be used to track all sorts of incoming missiles, not just ballistic ones. Postol knows this. As Anthony noted, the Russians didn't nuke Ukraine or NATO. So it is a fairly effective tactic. And it cost the Russians hundreds of millions of dollars to replace. And it requires now that the the Russians employ flying phased array radar systems pulling more planes from the front. EVERY strategic aspect of the Russian military is, and should be a target for Ukrainian forces. The Russians know and this an "accept" it despite any rhetoric to the contrary. This includes ammunition factories and rail lines. The Russians made this bed, now they can lie in it.
