The Party for Socialism and Liberation published an article, "California’s community solar program undermined by for-profit interests of utility companies."(https://www.liberationnews.org/californias-community-solar-program-undermined-by-for-profit-interests-of-utility-companies/)Most of the article is indeed about the title topic. Toward the end, the author, PSL's environmental specialist Tina Landis goes on to write:

   In general, the United States lags far behind in renewable capacity
   compared to China, which is leading the world in renewable energy
   capacity with nearly four times greater capacity than the United
   States. China also produces 77.8% of the world’s solar modules at a
   far lower cost than any other country due to economies of scale. The
   U.S. tariffs on Chinese goods are another impediment to the rapid
   shift to renewables. Despite claims of concern for climate change,
   the Biden administration recently approved an increase on the tariff
   on Chinese solar cells to 50% — in addition to the 102% tariff on
   Chinese electric vehicles, which will only strengthen the barriers
   to climate solutions being implemented.

Landis does not inform the reader of the intense dispute in the U.S. between those who want to build up a big U.S. solar manufacturing industry and those who, like Landis, want to keep importing solar panels made with low-wage labor in China. Over the opposition of Chinese exporters and U.S. solar installer firms, the federal government included incentives for the domestic option in the omnibus Inflation Reduction Act of 2022.

Landis's anti-worker stance fits right in with most U.S. "progressives." They have done next to nothing about the outsourcing of a whole series of industries to low-wage countries.

This "globalization" has gone on for decades, well before the environmental movement became a big thing. Does it deserve an exception from a class analysis and class stand on every social question? No, because like every other manifestation of capitalist decay, the accelerating environmental disaster cannot be averted without uniting and rallying the working class to the challenge. Difficult to do? Yes. That does not change the truth that it is the only way out of capitalist hell at work, in our lives, and up to the ozone layer.
