This is not some intricate specialist problem in constructing a socialist society. It is Khrushchev's mangling of the most basic lesson of communist politics, which extends from Marx's remark that "the executive of the modern state is but a committee for managing the common affairs of the whole bourgeoisie," to Lenin's entire career building a party around recognition of this fact, to his distillation of it all to The State and Revolution. If Khrushchev did this in a public speech, what was the secret speech?
