I've always tended to see the tariff vs free trade (Trump vs most others in the neoliberal era) as an intercapitalist rivalry. None of them are motivated by the interests of the working class and where they profess it, it is jobs for "their" workers at the expense of jobs for other (eg Chinese) workers. In this case it's compounded by the fact that Trump's motivation seems as much to show his voters that he is willing to stick it to the foreigners, as he promised he would, as to actually produce jobs.
