In Kim Stanley Robinsons' THE MINISTRY FOR THE FUTURE (now a good number of years old) the "people" get fed up with the effects of global warming and decide to punish the elites --- they massacre everyone who is rich --- they shoot planes out of the sky --- etc.
Meanwhile, Robinson calls our attention to lots of scientific ways to combat global warming and even reverse of the the effects (though some might be fanciful as befits a "science fiction" book) --- and in the novel manyi of these efforts are successful ....
