The httpignoreUncited fix has had an unintended consequence - when a safe
operation is used in the tryit under the HTTP binding, the parameters aren't
inserted into the URL template.
This appears to be caused by a bug in the stub, treating httpIgnoreUncited
="false" and httpIgnoreUncited=false differently. We didn't see this bug
earlier because there wasn't a way to set httpIgnoreUncited in a mashup service
- only external WSDLs would have manifested this behavior.
